IS DUTERTE BEHIND CAMPAIGN ON ELECTION CHEATING IN 2022?

AM QUIETLY doing the finishing touches on my book “Kill, Kill, Kill, Extrajudicial Killings in the Philippines; Crimes Against Humanity v Duterte e.t al.” when a U.S. based netizen friend sent me this private message: “You know there is possibility Duterte will squeal the Comelec cheating if pushed to the corner by BBM. Good for our country.”
I answered his PM in the briefest way possible: “It was a conspiracy against the Filipino people... I see them slitting each other's throat.” It was an answer that reflected my ambivalent feeling on the BBM and Duterte camps. I don’t see either camp saving this country from perdition. On the contrary, I see theirs as a quarrel of two big political families over power.
My friend’s message was within the context of the difficulties Duterte and his ilk currently face concerning the crimes against humanity charges, which they face before the International Criminal Court (ICC). The charges have reached the critical stage of “formal investigation,” where the ICC is empowered to issue arrest warrants against Duterte and the murderous clique that implemented Duterte’s bloody but failed war of drugs.
I had nothing much to say except to tell my netizen-friend what I perceived to be the endgame of the current campaign regarding alleged cheating in the 2022 elections: “The worst that we could have there is the impeachment of Comelec officials but not the removal of BBM to give way to Sara.” Yes, I've raised the possibility of Sara as the new president. It was not an entirely enticing possibility because Sara could be as psychologically unstable as her father.
The specter of Sara becoming a president to serve BBM’s unexpired term of office could trigger political instability. She is perceived to be even worse than her father, who is perceived to be a murderer of his own people. Both the father and daughter is a pair of despicable stinking political leaders.
From out of the blue, he dropped a different perception and said: “There is another angle - the Supreme Court (baby of Duterte). It could declare Failure Of Elections of 2022 - And hold another snap elections. I don't really know, am just thinking.”
I felt my friend was overstretching the issue. He probably drank three cups of black coffee in his home base. I don’t know but I don’t take Duterte to be a sophisticated thinker. I always described him and his group as the “Inferior Davao,” the criminal syndicate from that southern port city. It has an addendum: “Inferior in thoughts, in words, and in deeds.”
I told him that the prospect of a “snap” presidential elections was unconstitutional because the 1987 Constitution has specified the dates of presidential elections. But I mentioned the 1986 “snap” presidential elections, which the Supreme Court allowed after a day of oral arguments in December, 1985.
I remember then MP Emmanuel Pelaez, a seasoned politician, argued so well in favor of the snap elections, saying the country was facing a political question at that time and only the snap presidential elections could answer the political issue. He succeeded to convince the High Court to allow it. The rest is history.
Somehow, his statement raises the possibility that the current public campaign on election cheating could have been initiated by the Duterte camp. I don’t think that Gen. Eliseo Rio, who singlehanded raises the issue, would like it.
Nonetheless, it would be best for Gen. Rio to answer the perceptions that the madman from the South as the one behind his public campaign of election cheating. It is being hijacked by Duterte to sow fear into the BBM camp.
Is Duterte that sophisticated to think of an anti-BBM campaign?

TELECOM EXPERT PRESENTS ‘DIRECT EVIDENCE’ ON ELECTION CHEATING

IF election cheating happened in the 2022 presidential elections, where were the pieces of evidence to back that claim?

According to telecommunications expert turned whistleblower Eliseo Rio Jr., a former Cabinet member of the Duterte administration, the answer lies on the data, which the Commission on Elections (Comelec) has uploaded on its website  on March 23, 2023, or ten months after the May 9 elections held the previous year.

According to Rio, Comelec chair George Garcia billed the uploaded data as “transmission logs,” but they turned out to be “reception logs,” that contained a list of data from vote counting machines (VCMs)  received on the night of May 9, 2022, or the election day.

Rio said his group of election analysts immediately questioned the starting time indicated in those reception logs because it was improbable that these VCMs received election results (ERrs) at 19:08:50 (7:08:50 pm) on the night of May 9. According to Rio, even the Comelec General Instructions required nine major tasks to accomplish before any VCM transmission.

According to Rio, before any transmission could be made, it could take at least 19 minutes after voting closed at 7 pm. “The earliest time that VVCM transmissions can be received by the Transparency Server would be at 7:19 pm, not 7:08 pm, Rio said.

Rio went to discuss the counting process, which occurred after the closing of the voting at 7 pm. He said: first, it took one minute to print one copy of the National Election Result (ER) and the required printing of eight copies would take eight minutes; second, one copy of the local ER took 30 second to print and the required printing of eight copies would take four minutes; third since the other major tasks took around seven minutes to perform, the total time from closing the voting to the ER transmission would take 19 minutes.

 Rio concluded: “The earliest time that the Transparency Server would be receivingf VCM transmission would be at 7:19 pm, not 7:08 pm, as indicated in the Reception Logs shown by Comelec on March 23, 2023.”

Rio cited instances, which showed anomalies in the Comelec uploaded data. He surmised that prepared data were stored in unidentified sites in between the VCMs, which transmitted the votes, or ERs, to the Transparency Server, the final destiny of the ERs. In between the VCMs and the Transparency Server, manipulation of election results happened, he surmised.

Rio, who was once the DICT secretary, surmised these unidentified sites could have transmitted the manipulated votes at an earlier stipulated time to the Transparency. The disparity in time of transmission and reception were details that could not be ignored, Rio said.

The F. De Mesa Elementary School, a voting center in Barangay Putatan in Muntinlupa City, had 727 registered voters, of whom 591 voters actually voted. The ER was printed at 20:27:01 of May 9, 2022. The Transparency Server received the ER at 19:47:37 on Mayo 9, 2022. It appeared the Transparency Server received the ER 39 minutes, 24 seconds ahead of the actual printing. How it happened was something that boggled the mind.

The same thing happened to the VCM in Barangay San Andres in the town of Victoria in Tarlac. The voting center in San Andres Elementary School had 799 registered voters, of whom at 681 went to vote. The ER was printed at 22:03:39 on May 9, 2022. The Transparency Server received the ER at exactly 20:04:20. It was surprising that the reception was ahead by one hour, 19 seconds to the printing of ER.

In Barangay San Nicolas in the town of Castillejos, Zambales, a voting center in San Nicolas Elementary School had 507 voters, who went to the polls out of 712 registered voters. The ER was printed at 19:52:28 of Mayo 9, 2022. But the Transparency Server received it at 19:20:58 of the same night. The reception was ahead of 31 minuto, 30 seconds before the printing.

The same thing happened in a voting center in Monterey Hills Clubhouse in Barangay Silanganan in the town of San Mateo in the province of Rizal. The ER was printed at 23:33:20 of May 9, 2022. The surprising thing was that the Transparency Server rec eived the ER at 23:10:12 of May 9, 2022. The reception was ahead by 23 minutes, 8 seconds before the ER printing.

The official data from VCM in Barangay Paing in the town of Bantay in Ilocos Sur had the same character. The number of registered voters was 459 in Paing Day Care Center voting center, of whom 408 voted. The ER was printed at 19:18.27 on Mayo, 9, 2022, but the Comelec reception log said the ER was received by the Transparency Server at 19:11:21 of Mayo 9, 2022. The reception was ahead by 7 minutes, 26 seconds before the ER printing.

The data from Barangay Tayac sa Bantay, Ilocos Sur was equally surprising. The six polling precincts in Tayac Elementary school showed the ER was printed at 20:34:15 on Mayo 9, 2022. Baut the reception log said the Transparency Server received the ER at 19:24;45 on May 9, 2022. It could not be explained why the transmission happened ahead by one hour, 9 minutes , 20 seconds before the ER printing.

According to Rio, the Comelec has a lot to explain in the disparity of the time of printing and transmission. Reception of transmitted Ers should not come earlier than the time of printing. But the Comelec haa chosen to be quiet.

Rio said in a statement:

“The Raw Files uploaded in the COMELEC website show that there were more than 2,000 VCMs in the National Capital Region (NCR) with exactly the same Private IP Address - 192.168.0.2. This is technicallly IMPOSSIBLE when using only one network!

 “This plus the fact that ALL VCMs throughout the country and around the world carried a

Private IP Address, are clear proofs that there was a secret and illegal Private Network that first collected ALL Election Returns (ER) BEFORE these were transmitted to the COMELEC Servers.

“And this Private Network “in the Middle” was kept hidden to the public because it does not conform with the legal End-to-End Transmission Path that was demonstrated to stakeholders on March 22, 2022. Its existence was made known only when COMELEC published, inadvertently or purposely, the Raw Files in their website, on March 23, 2023.

“All VCMs used in the 2022 transmitted their ERs DIRECTLY to this illegal Private Network “in the Middle” which was secretly created by COMELEC/Smartmatic.

“This  explains so many things why COMELEC is stonewalling the numerous questions of irregularities observed in the 2022 Elections, such as 1) showing proof that the Transmission Logs of the Telcos thru their Call Detail Records (CDR) can show that there really VCM transmissions that passed their public networks in the first hour after voting closed, to account for that unbelievable 20M+ votes shown to the public at 8:02pm of May9, 2022; 2) how the Transparency Server was receiving ERs when these were NOT YET transmitted by the VCMs; 3) the ones manipulating this illegal Private Network seem to know what the official results of the 2022 Elections will be even BEFORE counting of votes began; 4) why Chairman George Garcia could not fulfill his commitment to show the Transmission Logs of the Telcos; 5) why the Reception logs showed a start time of 7:08pm when VCM transmissions can only start at 7:19pm at the earliest because of the 9 major tasks required by the COMELEC General Instructions BEFORE any transmissions can be made; and 6) why by 9pm of May 9, 2022 “TAPOS NA ANG BOKSING” as far as to who won as President and VP.

“COMELEC must show to the public the exact schematic diagram of this Private Network “in the Middle”and explain 1) how the IP Addresses of the Telcos/ISPs were translated from Public to Private; 2) how was this procured and at what cost; 3) who was its Network Administrator and 4) why this illegal Private Network ‘in the Middle’ was made in the first place.”

LOW KEY TELECOM EXPERT SAYS CHEATING TAKES PLACE IN 2022 ELECTIONS

 TELECOM EXPERT DEBUNKS CLAIMS OF HONEST AND FAIR ELECTIONS IN 2022

 Netizens say if cheating occurred in the 2022 presidential elections, why does the political opposition hardly complain? Why does Leni Robredo, Kiko Pangilinan, and the opposition senatorial candidates do not raise howls in every conceivable forum like the streets and the court? Why are they not filing any protest before the Commission on Elections (Comelec)? Why is there is no passion, spark, or spirit of protest in the opposition ranks?

 The issue of election cheating appears rooted in insufficient data. Concerned parties, including the private election watchdog organizations and the political opposition, could not openly claim any election cheating for lack of official data. They could not prove if Comelec and its private partner Smartmagic reneged on their mandate to ensure free, honest, orderly, and clean elections in 2022.

 The public has only gained recently of insights on the possibility of election cheating, but it did not come from the current crop of politicians and watchdog specialists, who hardly dare to stand up and make any expose. The insights mostly came from low-key retired Gen. Eliseo Rio, a telecommunications expert and former DICT top honcho.

The usually reticent Rio, who is not associated with any particular political persuasion, revealed what he considered as cheating on the basis of the official election data, which came from Comelec, the constitutional body mandated to manage the elections.

This year, Rio went public when he noticed the unusual traffic in the quantity of votes, which were counted in the first hour of counting. According to Rio, it was impossible for Smartmatic’s automated elections system to have counted more than 20 million votes in the first hour of counting, saying its system did not have capacity and capability. Rio surmised that Smartmatic and Comelec had conspired to cheat and give doctored results.

It was not automatic elections that had happened in 2022. It was the manipulation of election results to come out with the automatic winners, according to Rio. The conspiracy appeared blatant, he said.

Leni Robredo, or anyone in the political opposition, is nowhere to be seen opposing the alleged manipulation of election results. Seven months after the election day, Robredo was saying the political opposition was not in possession of any piece of evidence to conclude that cheating  took place in the last elections.

It took Emil Maranon, an election lawyer who worked in the Leni Robredo camp, to correct Leni’s statement saying that although the political opposition did not have any evidence to prove election cheating, her statement should not be taken to mean that no election cheating indeed took place. It was his way to say that the people should keep on open mind on this issue because concrete evidence could probably surface in the future.

Leni has proven to be an excellent community worker. Her skill and dedication to community development and public service is beyond doubt, as community works through her NGO, Angat Buhay, showed exceptional results. She is no longer in power, but she keeps her presence felt by doing community projects.

 But she is not a political strategist. Her knowledge, understanding, and appreciation of political strategy is wanting. She hardly understands the complexities and ultimate necessity of a strategy to win political power and enjoy unhampered governance.

The late ex-Sen. Ernesto Maceda, who, in his time,  established a reputation for political pragmatism, once said that a great political leader is one who could cheat and stop cheating, at the same time. Ultimately, he wins in every election that he participates.

The Liberal Party did not have a political strategist, who perceived election cheating. The LP did not have any ace on its sleeve to put Comelec and Smartmagic on the defensive. The damage to its cause was exacerbated when Leni Robredo immediately left for abroad with her daughters to take some selfie shots in some parts known and unknown.

Hence, the LP seeme to have been transformed into a halfway house for political orphans, who felt abandoned by their leaders. Not one among the opposition leaders spoke the perceived election cheating.

It took Gen. Eliseo Rio to come out in the open to denounce publicly what he considered election cheating. Political stalwarts from every conceivable side of the political fence either ignored him or dismissed him as another political charlatan. He does not possess the skill for public speaking. He is not a orator, who could wake up his audience from stupor.

But Rio has a scientific and  scholarly mind, who could breathe life on all the cold statistical data from Comelec. Rio could interpret them appropriately on the basis of science and technology. On the basis of what Rio was claiming, Comelec was forced to reveal the official data it has in its possession.

Rio could see the anomalies in these data. More statistical data from him are to come out in the open. The Comelec data is proving to be the proverbial nooze that would hang its neck before the court of public opinion.

 MAY ilang magandang tanong mula sa netizen: Kung nagkaroon ng dayaan noong halalan ng 2022, bakit hindi nagreklamo ang oposisyon? Bakit walang tinig ng pagtutol mula kay Leni Robredo, Kiko Pangilinan, mga kandidato para senador at ibang kandidato sa lokal na posisyon na pawang mga nangatalo? Bakit hindi sila nagsampa ng reklamo o protesta sa Comelec?

Bakit malamig pa sa ilong ng pusa ang oposisyon? Bakit walang kilos protesta sa lansangan, husgado, at anumang larangan? Bakit walang nakikitang init, galit, alab, o nagpupuyos na damdamin sa oposisyon? Bakit sa isang retiradong heneral nanggaling ang tinig ng alinlangan tungkol sa resulta ng halalan?

Ang kakulangan ng sapat na datos ang lumalabas na pinakamalinaw na sagot at paliwanag sa mga tanong. Hindi malaman kung sinadya o nagkulang ang mga private watchdog, o tagabantay sa halalan – at kasama ang oposisyon diyan – sa sagradong tungkulin na panatilihin ang bawat eleksyon na malaya, malinis, at tunay na salamin ng kagustuhan ng bayan.

Kamakailan lang nagkaroon ng kabatiran (insight) na may posibilidad na may dayaan. Walang nangahas tumayo sa usapin kundi si Hen. Eliseo Rio, dating kalihim ng DICT at itinuturing na isang dalubhasa sa telekomunikasyon. Hindi kasapi ng alinmang grupo si Rio, hindi pulitiko, at lalong hindi oposisyon, ngunit napansin niya ang anomalya sa datos ng mismong Comelec, ang sangay ng gobyerno na ang pangunahing tungkulin ay mamahala sa bawat halalan at lutasin ang mga sigalot sa pagitan ng mga iba’ibang grupo at kandidato.

Ngayong taon, lumantad si Rio matapos napansin niya ang kakaibang dami ng boto na binilang sa unang oras ng bilangan. Imposible umano na nabilang ang mahigit na 20 milyon boto sa unang oras. Hindi kakayanin ng pasilidad ng Smartmatic, ang pribadong kompanya na nangasiwa sa nakalipas na halalan. Naniniwala si Rio na nagsabwatan ang Smartmatic at Comelec upang dayain ang nakalipas na halalan.

Hindi automated elections ang nangyari noong nakaraang taon. Automatic elections kung saan automatic winner sina BBM at Sara sa pangulo at pangalawang panglo at nanguna ni Robin sa senador – ito ang nangyari.

HINDI nakita kahit si Leni Robredo o sinuman sa oposisyon ang pinapaniwalaang pandaraya o manipulasyon sa bilangan ng boto noong nakaraang halalan. Maingat ang bagsak ng salita ni Leni sa isang pahayag pitong buwan pagkalipas ng halalan. “Hindi kami nakakita ng katibayan na may dayaan noong nakaraang halalan,” ani Leni sa isang pahayag sa New York City na sinasabing nalathala sa mga pahayagan doon. Walang nakitang diretsong ebidensya na may dayaan, aniya.

Sinusugan ni Emil Maranon, isang abogado na nagtrabaho sa kampo ni Leni noong halalan, ang pahayag ni Leni. Sinabi niya na kahit sinabi ni Leni na walang hawak na ebidensya ng dayaan sa nakalipas sa halalan, hindi ito nangangahulugan na walang dayaan.

Magaling na community worker si Leni Robredo. Hinahangaan dito at sa buong mundo. Nakita ang kanang mga nagawa bilang isang commnity worker sa kanyang NGO, ang Angat Buhay. Marami itong proyekto na pinakikinabangan ng maraming mamamayan. Kahit wala na sa poder si Leni, Nandiyan pa siya at tumutulong. Katangi-tangi ang kanang mga nagawa.

Ngunit hindi political strategist si Leni. Maikli ang kanyang unawa sa pangangailangan ng estratehiya sa pulitika. Hindi niya ganap na naiintindihan ang pangangailangan ng estratehiya sa pulitika lalo na sa halalan kung saan mapipigil ang dayaan.

Minsan sinabi ng namayapang Ernesto Maceda na ang magaling na pulitiko ay ang marunong at magaling mandaya at iyong bihasang pumigil sa dayaan sa mga halalan. Sila ang mga nagdodomina sa pulitika. Sila ang ying at yang ng pulitika sa Filipinas.

Walang political strategist ang Liberal Party na nakasilip sa dayaan. Hindi natulungan si Leni at Kiko upang magkaroon ng alas na baraha na isasalya sa natapos na bilangan. Nakalulungkot ang nangyari dahil sa pagtatapos ng bilangan, umalis si Leni kasama ang mga anak at nag-selfie lang sa ibang bansa.

Mistulang naulila ang mga tagasunod dahil walang tumayong lider ang oposisyon upang magsalita o magprotesta kahit katiting sa resulta ng halalan.

Mabuti at may lumantad na Heneral Eliseo Rio na lumabas upang magsalita sa pinaniniwalaan niyang dayaan o manipulasyon sa bilangan ng nakalipas na halalan. Hindi siya pinapansin dahil hindi siya orador na magaling sa diskurso sa publiko.

Ngunit mayroon siyang isipan na pinanday ng agham at teknolohiya upang ipaliwanag ang mga datos na nakalap niya sa Comelec. Dahil sa kanyang mga batikos, napilitan ang Comelec na maglabas ng mga itinagong datos na hindi hiningi ng mga lapian pulitikal and pribadong watchog. Nagsilbing lubid na nagbigti sa sarili ang mga datos na inilabas ng Coemelc dahil napansin ng matalim na isip ni Rio ang mga kakatwang anomalya sa datos.

MAY DAYAAN BA NOONG NAKARAANG HALALAN?

 MAYROON akong isinulat na tatlong bahaging salaysay tungkol sa pinapaniwalaang dayaan noong nakaraang halalan. Pakibasa ang mga smuusunod.

KAHIT hindi masyadong pumukaw sa mga netizen, hindi namatay-matay ang isyu ng dayaan noong nakaraang halalan pampanguluhan. Maaaring teknikal ang usapin ng fraud, o pandaraya sa ilalim ng automated elections. Hindi ito naunawaan ng mga mamamayan. Maaaring may pagkukulang ang mga magpapaliwanag na mga nilalang na alam at kabisado ang dayaan.
Maaaring hindi makulay ang lengguwahe ng mga nagpapaliwanag ng isyu. Kasama sa kanila si Hen. Eliseo Rio Jr., ang pangunahing tagapagtaguyod ng kaisipan ng dayaan noong halalan. Hindi pulitiko ai Rio. Hindi siya orador na may kakayahan na gisingin ang mga natutulog. Retiradong sundalo si Rio at may kasanayan at kaalamang teknikal sa telekomunikasyon.
Dating commissioner ng National Telecommunications Commission si Rio. Nang nabuo ang Department of Information and Communications Technology, pinalitan ni Rio si Rodolfo Salalima ng nagbitaw ang huli bilang unang kalihim. Nanungkulan ng dalawang taon si Rio hanggang palitan siya ni Greg Honasan bilang kalihim.
Hindi natawaran ang kasanayan at kaalaman ni Rio sa telekomunikasyon. Maski noong sundalo siya, ang telekomunikasyon ng AFP ang tungkulin upang maging mabisa ang talastasan ng mga kampo at sundalo sa larangan. Inayos ni Rio ang komunikasyon ng mga sundalo at kampo.
Ito ang susi ni Rio ng nagretiro siyang sundalo. Hindi mahirap sa nakatalagang pangulo ang ilagay si Rio sa mga ahensyang sibilyan upang tumulong. Hindi kataka-takangng kalaunan ay kalihim siya ng DICT. Karanasan at kaalaman sa telekomunikasyon ang daan niya.
Noong kalihim ng DICT si Rio, inutusan siya ni Rodrigo Duterte na tingnan ang posibilidad na palitan ang Smartmatic na bilang pribadong kompanya na nagpatakbo ng automated elections sa bansa. Sumunod si Rio sa utos ni Duterte at nangalap siya ng mga datos mula sa industriya ng information communications (ICT).
Kinilala ni Rio ang mga requirement sa automated elections. Kilala niya ang kumpanya, lokal at dayuhan, na maaaring pumalit sa Smartmatic na noong mga panahon na iyon. Ayon kay Rio, nagsumite siya na mga rekomendasyon kay Duterte, ngunit hindi kumilos si Duterte.
Mas hindi kumilos si Duterte nang nanalo ang buong tiket ng administrasyon sa senatorial election noong 2019. Walang nanalo kahit isa sa mga kandidato ng oposisyon. Sa pakiwari ni Rio, alam ni Duterte na mas magagamit ang Smartmatic upang manalo ang administrasyon.
Hindi kailangan ng bagong pribadong kompanya na papalit sa Smartmatic. Dito umugat ang kabatiran na kailangan manatili ang Smartmatic sa automated elections. Alam ni Duterte na nasa kanyang palad ang kapalaran ng bawat halalan. Hawak niya ang Smartmatic dahil magaan siyang mandaraya.
Sa pakiwari ni Duterte, hindi dapat palitan ang Smartmatic dahil may gamit ito sa kanyang masamang hangarin na dayain at kontrolin ang halalan ng bansa. Ito ang dahilan kung bakit walang nangyari sa mga rekomendasyon ni Rio kay Duterte.
Dito umugat ang nangyari noong halalan pampanguluhan ng 2022, ani Rio. Si Duterte ang totoong nakialam sa halalan. Ito ang dahilan kung bakit iginiit niya na si Sara, ang anak, ang dapat tumakbo sa panguluhan at hindi sa pangalawang pwesto lang.

MAY dayaan noong nakaraang halalan, ani Rio na bihasa sa telekomunikasyon ng bansa. Batay ito sa datos ng Commission Elections (Comelec), ang pangunahing sangay na halalan ng bansa. Sa Raw Files na upload sa COMELEC website, ayon kay Rio, lumabas na mahigit 2,000 vote counting machines (VCMs) sa Metro Manila na mayroon silang isang Private IP Address - 192.168.0.2. Imposible ang ganitong karaming IP address, ayon kay Rio, lalo na kung gumagamit ng isang network. Walang paliwanag ang Comelec hinggil dito.
Ayon kay Rio, mayroon private IP address ang bawat isa sa lahat ng VCM sa buong bansa at kahit sa buong mundo. Ayon sa kanya, patunay ang pagkakaroon ng maraming VCM na may isang IP address na may sikretong iniingatan. Ilegal ito, aniya. Ito umano ang makakapagpaliwanag kung bakit nagkaroon ng hindi kapani-paniwalang mahigit na 20 milyon boto na ipinakita sa publiko noong 8:02pm ng ika-9 ng Mayo ng nakaraang taon. Lumalabas na alam ng mga magmanipula ng Illegal Private Network kung ano ang magiging opisyal na resulta ng halalan ng 2022 kahit mag-uumpisa pa lang ang bilangan ng boto, aniya. Kataka-taka kung bakit hindi maipakita ni Comelec chairman George Garcia ang Transmission Logs ng mga telcos, aniya.
Kataka-taka umano na nagsimula ang bilangan batay sa Reception logs sa oras ng 7:08pm gayung dapat magsimula ang VCM transmission ng 7:19pm sa pinakamaaga kahit nilinaw ng Comelec ang siyam na pangunahing tungkulin bago ipatupad ang anumang transmission, ani Rio. Kataka-taka rin na “TAPOS NA ANG BOKSING” pagsapit ng 9pm noong araw ng halalan. Alam agad kung sino ang nanalong pangulo at pangalawang pangulo, ani Rio.
Aniya: “COMELEC must show to the public the exact schematic diagram of this Private Network “in the Middle”and explain 1) how the IP Addresses of the Telcos/ISPs were translated from Public to Private; 2) how was this procured and at what cost; 3) who was its Network Administrator and 4) why this illegal Private Network “in the Middle” was made in the first place.”

Ayon sa mga datos na nasa pag-iingat ni Rio, isinagawa ng Comelec sa kanilang website ang uploading ng tinawag ni George Garcia, Comelec chairman, na “transmission logs.” Mali si Garcia at batay sa pagsusuri ng mga nakakaunawa, hindi transmission logs ang nasa Comelec website. Ang mga ito ay “reception logs,” o talaan ng mga vote counting machines (VCMs) na natanggap noong gabi ng ika-9 ng Mayo, 2022, ang araw ng halalan.
May ilang mahahalagang punto si Rio sa kanyang pahayag. Una, abutin ng isang minuto ang imprenta ng isang kopya ng national election result (ER). Aabutin ng walong minuto ang imprenta ng kinakailangang walong kopya. Pangalawa, aabutin ng 30 segundo ang imprenta ng isang kopya ng local election return (para sa resulta ng local elections). Aabutin ng apat na minuto ang imprenta ng walong kopya.
Ayon kay Rio, kagyat nilang kinuwestiyon ang oras na nag-umpisa ang reception dahil ito ay nagsimula sa oras na 19:08:50 kahit na sinabi ng Comelec General Instructions na mayroon siyam na pangunahing atas bago magkaroon ng VCM transmission. Mabigat ng implikasyon ng mga inilabas na reception logs ng Comelec website. Datos ng Comelec ang mga ito kaya walang matwid na pasubalian. Tanging kailangan ang masusing pagsusuri at makikita ang mga anomalya ng datos. Hindi lang minsan kundi maraming kakaiba at kakatwa. Inuulit namin: Datos ng Comelec ito.
Tulad ng datos ng VCM sa Barangay Paing sa bayan ng Bantay sa lalawigan ng Ilocos Sur. Ang rehistradong botante ay 459 sa Paing Day Care Center, ngunit ang 408 ang bumoto. Batay sa transmission log, natanggap ang ER ng 19:24;45 ng Mayo 9, 2022. Mahirap magpaliwanag kung paano nagkaroong ng transmission sa transparency na isang oras, 9 na minuto at 20 segundo bago naimprenta ang ER.
Tingnan natin ang datos ng Barangay Putatan sa Muntinlupa City, Metro Manila. Mayroon 714 na rehistradong botante ang mga presinto sa voting center at 599 sa kanila ang bumoto. Batay sa datos ng Comelec, naimprenta ang ER ng 19:27:01 ng Mayo 9, 2022. Natanggap ng transparency server ang ER na 19:24:29 ng Mayo 9, 2022. Nakakapagtaka na natanggap ito ng dalawang minuto at 32 segundo bago naimprenta ang ER. Tatalakayin namin ang iba pang hindi maayos na pag-uulat sa susunod na kolum.

MABIGAT ang bintang sa Comelec. Nakikutsaba umano sa Smartmatic upang mandaya noong nakaraang halalan. Hindi bago ang paratang at sa pagkahaba-haba ng panahon, laging hinarap ng Comelec ang paratang na isa itong institusyon na may kakayahan na mandaya sa bawat halalan. Mismong sa Comelec ang dayaan sa halalan.
Hindi uubra na katahimikan ang isasagot ng Comelec. Kailangan sagutin ang bintang sapagkat hindi pangkaraniwan ang bintang. Nasa kamay ng Comelec ang katatagan at integridad ng bawat halalan sa bansa. Hindi marapat balewalain ng Comelec ang mga bintang sapagkat lubhang seryoso ang mga ito para sa bansa.
Pahayag ni Hen. Eliseo Rio Jr. tungkol sa kanyang bintang na nakikutsaba ang Comelec sa Smartmatic upang mandaya noong nakaraang halalan.
“The Raw Files uploaded in the COMELEC website show that there were more than 2,000 VCMs in the National Capital Region (NCR) with exactly the same Private IP Address – 192.168.0.2. This is technically IMPOSSIBLE when using only one network!
“This plus the fact that ALL VCMs throughout the country and around the world carried a Private IP Address, are clear proofs that there was a secret and illegal Private Network that first collected ALL Election Returns (ER) BEFORE these were transmitted to the COMELEC Servers.
“And this Private Network “in the Middle” was kept hidden to the public because it does not conform with the legal End-to-End Transmission Path that was demonstrated to stakeholders on March 22, 2022. Its existence was made known only when COMELEC published, inadvertently or purposely, the Raw Files in their website, on March 23, 2023.
“All VCMs used in the 2022 transmitted their ERs DIRECTLY to this illegal Private Network “in the Middle” which was secretly created by COMELEC/Smartmatic.
“This explains so many things why COMELEC is stonewalling the numerous questions of irregularities observed in the 2022 Elections, such as 1) showing proof that the Transmission Logs of the Telcos thru their Call Detail Records (CDR) can show that there really VCM transmissions that passed their public networks in the first hour after voting closed, to account for that unbelievable 20M+ votes shown to the public at 8:02pm of May 9, 2022; 2) how the Transparency Server was receiving ERs when these were NOT YET transmitted by the VCMs; 3) the ones manipulating this illegal Private Network seem to know what the official results of the 2022 Elections will be even BEFORE counting of votes began; 4) why Chairman George Garcia could not fulfill his commitment to show the Transmission Logs of the Telcos; 5) why the Reception logs showed a start time of 7:08pm when VCM transmissions can only start at 7:19pm at the earliest because of the 9 major tasks required by the COMELEC General Instructions BEFORE any transmissions can be made; and 6) why by 9pm of May 9, 2022 “TAPOS NA ANG BOKSING” as far as to who won as President and VP.

TINALAKAY namin noong nakaraang linggo ang sapantaha ng maraming netizen na may dayaan sa nakalipas na halalan. Paksa ang mga natuklasan umano ni Hen. Eliseo Rio, dating kalihim na DICT, na matiyagang humukay sa mga datos ng Comelec upang patatagin ang paniwala na nagkadayaan noong 2022.
Pinakatampok sa mga datos ni Rio, isang retiradong heneral na ginugol ang career upang patatagin ang telekomunikasyon ng AFP, ang pagbubunyag na hindi nagsiumite ang Comelec ng transmission logs noong Marso kundi reception logs. Gayunpaman, nabuking ang Comelec na nakikutsaba umano sa Smartmatic upang magkasamang dayain ang resulta ng nakaraang halalan. Hindi maitatwa ang ganitong konklusyon dahil datos mismo ng Comelec ang batayan ng dayaan.

Naimprenta ang election return (ER) noong 9:41:18 ng Mayor 9, 2022, ngunit inuulat ng Transparency Server na natanggap ang ER sa oras na 19:39:11, Nauna dumating ang ulat sa Transparency Server ng dalawang minuto 7 segundo bago naimprenta ang ER.
Abot sa 727 rehistradong botante sa F. De Mesa Elementary School Voting Center sa Barangay Putatan sa Muntinlupa City at 591 ang bumoto. Naimprenta ang ER sa oras na 20:27:01 ng Mayo 9, 2022. Ayon sa Transparency Server, natanggap ang ER sa ganap na 19:47:37ng Mayo 9, 2022. Lumabas na nauna ng 39 minuto at 24 segundo ang pagtanggap ng ER ng Transparency Server bago natapos ang imprenta.
Mas malala ang nangyari sa VCM ng Barangay San Andres sa bayan ng Victoria sa Tarlac. May 799 rehistradong botante sa voting center ng San Andres Elementary School at 681 ang bilang ng botante na bumoto. Naimprenta ang mga ER sa oras na 22:03:39 ng Mayo 9, 2022.
Natanggap ng Transparency Server ang ER sa ganap na 20:04:20. Nakakapagtaka na umabot sa isang oras 19 segundo ng natanggap ng Transparency Server ang UR bago ito naimprenta, ayon sa datos ng Comelec na nakalap ni Rio.
Sa bayan ng Castillejos, Zambales, partikular sa Barangay San Nicolas kung saan naroroon ang voting center ng San Nicolas Elementary School, abot sa 507 botante ang bumoto sa rehistradong botante na 712. Naimprenta ang ER sa ganap na 19:52:28 ng Mayo 9, 2022. Ngunit sinabi ng Transparency Server na tanggap ang ER sa oras ng 19:20:58, o 31 minuto, 30 segundo bago naimprenta ang ER.
Ganito ang nangyari sa voting center ng Monterey Hills Clubhouse sa Barangay Silanganan sa bayan ng San Mateo sa lalawigan ng Rizal. Naimprenta ang ER sa ganap na 23:33:20 ng Mayo 9, 2022. Ang nakakapagtaka ay natanggap ng Transparency Server ang ER sa oras na 23:10:12 ng Mayo 9, 2022. Nauna pang natanggap ng 23 minuto, 8 segundo ang ER kesa naimprenta ito.
Maraming pang kababalaghan na nangyari batay sa datos ng Comelec. Ang nakakapagtaka ay hindi kumikibo ang Comelec sa gitna ng maraming tanong. Nakakabingi ang katahimikan ng Comelec sa isyu. Bakit?
